With the growth of inmate population, Japanese Government is to enforce the Political Prisoners Reduction Act: one out of three prisoners will be released, provided he can guess the color of the hat he is wearing. each prisoner will get a red, blue or yellow hat and they are allowed to use whatever means to infer the color from the other 2 inmates they are paired with.
