A Japanese high-speed train called Hikari 109 has been rigged with a bomb by a madman. If it goes less than 80km/hr it will explode and kill all 1,500 passengers unless he receives a 5 million dollar payment. Authorities must balance their search for this madman and for the bomb with the necessity to keep passengers calm.
