In a refrigerated container sitting on reclaimed land in the harbor district, 14 frozen male & female corpses are found by the woman detective Yu Kuroha who is famous as an expert sniper. During the investigation, they find a suicide note, so the case is determined as a mass suicide. However, Kuroha suggests they should find the mastermind behind it.
