Set in 1930's Manchuria, China, when Japan occupied the area, petty criminal Xiao Dong Bei is sent to prison yet again. This time he is placed in a jail cell with a revolutionary member. He also learns of a large shipment of gold that the Japanese plan to use to buy arms. Thus, Xiao Dong Bei becomes involved in a plot with revolutionary members to steal the gold, before the Japanese can use the gold to buy arms.
